Voting, Co-Meeting Facilitators and Monthly Meetings
When voting is involved only Task Force members who have attended three
consecutive meetings (the meeting of the vote and two meetings immediately
prior to the vote) shall be allowed to vote. The Task Force will elect Co-
Meeting Facilitators (who shall be PNB Directors) and a Secretary (who shall be
any member of the Task Force). In order to select permanent yearly
Facilitators, there shall be a pro tem Facilitator for the first three
meetings. The Task Force shall meet a minimum of once a month.

2011-05-26 Affiliate Taskforce Minutes

I. Meeting called to order at 8:13pm EST.

Attending: Cynthia Johnson, Kim Kaufman, Teresa Allen, Jim Boyd, John
Brinkley, Campbell Johnson, Heather Gray, Efia Nwangaza, Deena Kolbert,
Chandra Hauptman, Ursula Ruedenberg

II. Selection of Chair Pro Tem & Secretary Pro Tem - as per recent motion
passed by the Board:

T Allen moved that everyone attending meeting now be considered voting members.
Passed without objection.
T Allen nominated Heather Gray as Chair Pro tem. No other nominations.
Heather Gray is elected as Chair Pro Tem without objections.
T Allen offered to serve as Secretary Pro Tem. No other nominations or
volunteers to serve. Teresa Allen is elected as Chair Pro Tem without
objections.

T Allen will send listserve names of those on the Affiliate Taskforce and their
contact information

III. Approval of Agenda

K Kaufman questions minutes of April meeting. T Allen offered to submit April
minutes as "minutes of unofficial meeting." C Johnson moved to table
discussion of minutes of the April ad hoc meeting until June meeting, giving
members opportunity to review and determine the veracity of them." E Nwangaza
abstained and asked that it be recorded that she objected to referring to
"minutes" of that ad hoc meeting. Passed 10Y, 0N, 1A

subcommittee, with invitation to affiliates also.

VII. New business
Brief discussion on proposal for special initiative around the upcoming
national elections: H Gray will refer her "Elections Programming Proposal" to
PNB Strategic Recovery Plan Group (Teresa will follow-up), to the Programming
Cmte. and will put this on the next Affiliate Taskforce meeting agenda.

Affiliate Coordinator's Report
May 26, 2011

My sincere appreciation to the PNB for adopting the proposed Task Force
structure and supporting our efforts to move forward. I believe that the
structure allows many to participate in building the Pacifica affiliates
program and adopts standards of cooperation and collaboration that will enable
us to do so. I am committed to leaving past conflicts behind and using this
structure for growth and success.

SURVEY SUB-GROUP
Two phone meeting s occurred in the past month to discuss the initiation of a
network-wide survey. As a result of the meetings, these goals were set for the
survey: Information for all members of the network to better understand who we
are; information on how to serve affiliates better; information on resources in
the network; information on the economic realities being faced by community
radio. Questions for the survey were proposed and will be further developed
this coming month.
NEW AFFILIATES SINCE THE LAST TASK FORCE MEETING:
3 new stations have completed the process of affiliating with Pacifica:

WHAV , Haverhill, MA http://whav.net/vintage.html WHAV is operated by Public
Media of New England, a not-for-profit organization broadcasting on multiple
platforms including AM radio, Internet, cell phones, and public access
televisions.

KVOY, Norman, OK (not on air yet) New station being built by Voices of
Oklahoma, http://www.voicesofok.org a Unitarian Universalist-based organization
for building community radio in the Oklahoma City area. This project has been
part of the Midwestern effort of Pacifica's participation in the Radio For
People Project to get new community radio stations on the air.

KKWE, KNKN, White Earth, MN (not on air yet) New stations being built by Niijii
Radio, an organization led by Winona LaDuke, to bring media serving the White
Earth Reservation, where she lives and to " illuminate diverse perspectives
surrounding local and regional issues that impact ecosystems, communities and
individuals."
AL JAZEERA ENGLISH
Below is a list of Pacifica Network stations currently airing Al Jazeera
English. Support materials have been provided for stations' web sites,
including language describing Pacifica Network's exclusive radio distribution
of the newscast and a variety of photographs to choose from. In the next month
I will be working with the WBAI production staff (and possibly KPFT) to make an
on-air promo for each station.

AUDIOPORT
Many thanks to Otis Maclay and Jon ALmeleh for continuing to refine and
streamline use of AUdioport.
Al Jazeera English has been moved to a dedicated section of Audioport with
restricted access, so we can keep track of who is airing it (for purposes of
reporting to AJE).
The new Audioport has a different method for making new accounts that is more
secure. It requires that each station has an active manager for monitoring each
account and making new ones. I am working my way through the network to make
sure each has a Adioport manager who understands what to do.
New Productions Being syndicated in Audioport:
Greenpeace Radio - Environmental news and information by Greenpeace, one of the
World's biggest and most organized Activist groups. Inside scoop on what
Greenpeace & allies are working on to solve global warming, stop toxic chemical
threats and protect endangered forests and oceans. Produced by
Dropzone Multimedia, executive producer Jason Anthony is a formerly from WPFW.
Capitol Hill Blues - Young journalists reporting on Capitol Hill, with music,
humor, and blogs. The format is "trans-partisan" meaning all viewpoints, and
all sides of the argument. . Produced by Dropzone Multimedia, executive
producer Jason Anthony is a formerly from WPFW.
Tom and Doug Show - Bizarre, ironic original comedy music. Producer Doug
Gentile produces out of Ames, Iowa together with partner Tom Florek, who lives
in Princeton, NJ.
Reverend Billy Productions - Radio productions featuring weekly services of The
Church of Earthalujah, a New York City based radical performance community,
with 50 performing members, a "Pastor" named Reverend Billy, and a congregation
in the thousands. They are wild anti-consumerist gospel shouters, earth loving
urban activists who have worked with communities on 4 continents defending
land, life and imagination from reckless development and the extractive
imperatives of global capital.
Food Sleuth Radio - Political, nutritional, economic analysis of food- placed
among the top eleven green radio shows in America by the American Federation of
Press. From affiliate KOPN in Columbia, MO
RADIO FOR PEOPLE
I have been continuing to participate in conference calls and individual
meetings with various parties in the national effort to build new full-power
community radio stations. The March end of the PRFP grant has created a dire
situation of emergency, since many stations were depending upon funds from the
grant. Approximately 100 stations have been identified as not on the air yet.
Out of those, 30 will expire this year. Approximately 14 of these are native
stations. The radio For People Coalition has two main goals: (1)ask the FCC to
make an exception for the stations who lost PTFP funding and extend the
deadline for going on the air and (2) putting together support resources for
helping station going on the air. The Pacifica affiliates program is
participating in both efforts. This keeps Pacifica connected to the leading
edge of community radio. Specifically, Pacifica is helping conduct a survey of
prospective stations to provide the DC lobbying team with needed information
and stories; helping to build an archive of information and support materials
for building radio stations to help groups build; and leading conference calls
for support, information exchange and presentations by experts.
Finally, our final project of Radio South in Port St. Joe (where Carl Rove now
lives) just was awarded a permit to construct a radio station, a smashing
victory against all odds, for a tiny environmental group in an area famous for
corruption, racism, and environmental abuse!
